The AI race now has a split screen, and both halves played out in the same 48 hours. In Washington, federal civilian agencies were told to rip DeepSeek's AI technology out of their systems over security concerns. In Hong Kong, bankers were wrapping up a funding round that makes DeepSeek one of the best-capitalized AI labs on the planet.

The numbers, first reported by Bloomberg and confirmed by four Reuters sources, are staggering: about 100 billion yuan — roughly $15 billion — from more than 15 investors, at a pre-money valuation near $75 billion. DeepSeek didn't just hit its target; it raised the target twice mid-process, from 50 billion yuan to 80 billion and then to 100 billion, as demand kept outrunning the ask.

The investor list is the real story. The biggest checks came from CATL, the world's largest EV battery maker, and Tencent, the WeChat empire. New investors include Midea (appliances), Meituan (food delivery), Geely (cars), and GigaDevice (chips), alongside Boyu Capital, CPE, Legend Capital, and existing backer IDG Capital. A battery company anchoring a frontier-model raise would be strange anywhere else. In China it's the thesis: the country's industrial giants are converging behind a single AI lab as their national champion, state-backed capital and all.

The money is earmarked for data centers and open-source model development, according to Bloomberg, as DeepSeek readies a potential STAR Market IPO — Reuters reported in September it hired CITIC Securities to prepare. Beijing is playing defense too: China's commerce ministry has reportedly called the U.S. procurement ban discriminatory and warned of countermeasures.

The trajectory is worth pausing on. In June, DeepSeek raised more than $7 billion at a $50 billion valuation; by July it was seeking another $1.5 billion at around $71 billion. Now it's at roughly $89 billion post-money. Last month it shipped DeepSeek-V4.1-Flash, the same model family that recently took the top open spot on Code Arena.

The question this round answers isn't whether DeepSeek can raise money — it's whether containment-by-procurement-ban can work when the lab it's trying to starve just got fed $15 billion by the companies building China's industrial future. Washington can pull DeepSeek out of its own servers. It can't pull CATL, Tencent, Midea, and Geely out of DeepSeek's cap table.

Watch the IPO prep next. If DeepSeek lists on the STAR Market anywhere near these numbers, "competing globally with Anthropic and OpenAI" stops being ambition and starts being a balance sheet.
