China's Ministry of Commerce and Ministry of Science and Technology have proposed adding 40 technologies to the country's list of tech that is banned or restricted from export, according to the official announcement. Twenty-three of them are in AI, covering large models, agents, computing clusters, and information processing. The rest are five biomedicine technologies and 12 in solar manufacturing, from polysilicon to cells.
Per Bloomberg, the AI rules would restrict core technology, including weights and source code, for models trained on "important data" with at least 2 trillion parameters, or that rank in the world's top 10 on performance, usage, or safety. Design technology for AI chips made at 14nm or better, or using 2.5D and 3D packaging, would be restricted too. Tech that is already public through open source releases or academic papers is excluded.
The catalog changes are still a draft, with comments open through November 15. The registration rule isn't: starting today, exporters must register before transferring any listed technology, and that includes deals already underway but not finished.
