For years, the companies behind America's AI boom raised money the way you'd order coffee — hundreds of billions, no questions asked, Wall Street happy to pour. That era just ended, according to The Wall Street Journal. Lenders are getting choosy, demanding tougher terms, and the balance of power has flipped — it's Wall Street's market now.

The canary is the neoclouds — CoreWeave, Nebius and Nscale, the cloud companies that borrow big to build AI data centers and rent the capacity out. They have effectively been shut out of the bond market in recent weeks, the Journal reports. bonds CoreWeave issued this year at a 9.75% rate now trade above 15% in the secondary market — prohibitively expensive to borrow against, and bankers say the high-yield market is essentially shut for new neocloud offerings. Nebius CEO Arkady Volozh put it bluntly last week: "some of the capital sources are temporarily closed." His company is now funding construction with customer advances — getting paid before the build.

Equity is no easier. Nscale has pushed its IPO to December and may not fetch the $30–35 billion valuation its bankers wanted. Lambda cut its target valuation from $14.5 billion to $13 billion after Coatue declined to participate. Even deals that close show strain — Broadcom CEO Hock Tan had to personally intervene at the last minute to calm banks' nerves on the $63 billion chip-lease deal for Anthropic.

Here's why this matters beyond market drama: the AI build-out's constraint just moved up the stack. The bottleneck was GPUs, then power. Now it's capital itself. Anthropic is aiming to raise up to $100 billion in a mid-November offering, and its own IPO prospectus names financing constraints for the electrical-power providers its data centers rely on as a risk factor. Bank of America counts $655 billion in AI-linked debt issued through mid-October, with nearly $1 trillion forecast next year — into a market already flashing "full."

As Pimco's Dan Ivascyn told the Journal: "The weak links are going to suffer first." The weak links are the neoclouds — companies that mostly started life as crypto miners and have scant history running AI infrastructure. Watch them first, then watch the hyperscalers' next bond sales.

The next stress test arrives in weeks: Anthropic's $100 billion offering and Nscale's December IPO will show how much Wall Street still believes in the build-out — and at what price.
